High-Level Review Meeting Chaired by District Magistrate Deepesh Kumar; Directives Issued for Robust Arrangements Ranging from Embankment Monitoring to Relief Camps
The devastation of floods driven by monsoon rains and rising river water levels every year poses a major challenge in the Kosi and Seemanchal regions of Bihar. To safeguard normal life from this natural disaster and effectively handle any emergency situation, the district administration has buckled up. In this sequence, an important high-level review meeting was organized in the collectorate auditorium to take stock of pre-flood preparations in Saharsa district. Held under the chairmanship of District Magistrate (DM) Deepesh Kumar, the meeting was attended by officers of all major departments in the district. The DM explicitly directed that instead of initiating relief and rescue operations after a flood occurs, all necessary and robust arrangements should be finalized in advance to prevent any loss of life or inconvenience during the crisis.
Key Highlights of the High-Level Meeting Called for Pre-Flood Preparations
Considering the geographical conditions of Saharsa district, the threat of floods in low-lying areas always persists due to the Kosi river and other water sources. Keeping this in mind, District Magistrate Deepesh Kumar discussed each point in detail during the review meeting. The following arrangements were primarily reviewed and strict directives were issued to officers:
Regular Monitoring and Protective Works of Embankments: Strict directions were given to all engineers associated with flood protection works to continuously monitor sensitive embankments. Ongoing strengthening and protective works on embankments must be completed on top priority so that pressure on embankments does not increase under any circumstances.
Preparation of Flood Shelters: Instructions were issued to jointly inspect identified flood shelters designated to accommodate people displaced during floods. Basic facilities such as electricity, toilets, and cleanliness in these buildings are to be put in order well in time.
Robust Arrangements for Drinking Water and Health Services: The Public Health Engineering Department (PHED) was directed to ensure smooth drinking water arrangements in all flood shelters and potentially affected villages. Malfunctioning handpumps should be repaired immediately, and additional handpumps installed as needed so there is no shortage of pure drinking water.
Verification of Boats and Review of Transport Arrangements
Boats play the most critical role for commuting and distribution of relief materials during floods. Keeping this in view, the District Magistrate instructed all Circle Officers (COs) to physically verify available government and private boats in their respective areas.
Arrangement of Additional Boats: Where shortages of boats might be felt, proposals for registering and arranging additional boats in a timely manner were requested.
Material Storage: Directions were also issued to make adequate arrangements for relief materials, dry ration, polythene sheets, and fodder for cattle at higher elevations so that immediate assistance can be dispatched during emergencies.
Coordination Among Departments and Zero Tolerance Policy for Negligence
During the review meeting, District Magistrate Deepesh Kumar cautioned all concerned departments—such as Disaster Management, Rural Works Department, PHED, Health Department, and local bodies—to work with mutual coordination. He stated in clear terms that laxity or negligence in pre-flood preparations at any level will not be tolerated. If negligence is found on the part of any officer or employee, strict administrative action will be taken against them.
The meeting was prominently attended by the Additional Collector of Disaster Management, Development Commissioner, Sub-Divisional Officers (SDOs) of various subdivisions, Circle Officers, and Executive Engineers of the concerned departments. These robust and timely steps taken by the administration make it clear that the Saharsa district administration is fully alert and prepared to tackle the potential flood disaster.
