Laxity in Salary Payment Will Not Be Tolerated; Education Department Sets Strict Deadline
Bhagalpur/Patna: A significant piece of relief has emerged for lakhs of government school teachers in Bihar. Taking serious note of the uncertainty and delays in salary payments, the Education Department has issued a strict directive. From now on, teachers across all districts in the state will receive their salaries within a fixed timeframe. This instruction has brought a ray of hope to teachers who often had to wait anxiously for their monthly pay.
The 'Deadline' for Salary Payments
In a letter issued at the level of the Additional Chief Secretary, clear instructions have been given that arbitrary delays in salary payments will no longer be tolerated. District Education Officers (DEOs) have been directed to ensure the following:
Regular Monthly Salary: The salary must reach the teachers' bank accounts by the 5th of every month.
Arrears: If any teacher has outstanding salary dues (arrears), the payment must be ensured by the 15th of the month.
This decision is seen as a major step toward bringing transparency and accountability to Bihar's education system. Until now, there was no fixed schedule for salary payments in many districts of the state, causing teachers to face financial hardship and mental stress.
Departmental Action for Negligence
The Education Department has not just issued instructions but has also warned of strict enforcement. The department has made it clear that if this deadline is violated in any district, the respective District Education Officer (DEO) and District Programme Officer (DPO) will be held directly accountable.
The directive also states:
Fixing Accountability: In case of delays, departmental action will be initiated against the responsible officials.
Show-Cause Notice: Officials will have to provide a written explanation for why the salary was not paid on time.
Monitoring: A monitoring cell has been established at the headquarters level, which will obtain a report on the status of salary payments every month.
Teachers Welcome the Move, Eyeing Implementation
Teachers' unions have welcomed this order. Representatives of the unions state that salary delays cause the most trouble for teachers who depend on their paychecks to meet bank loan obligations or cover their children's education expenses. However, teachers also note that while orders have been issued in the past, the real test lies in ground-level implementation.
A senior teacher from Bhagalpur said, "The order is welcome. If we receive our salaries by the 5th, we will be able to meet our financial responsibilities on time. We hope to finally be free from the hassle of running between offices."
Why Were Salaries Being Delayed?
According to departmental sources, the delays were primarily due to two reasons:
Non-updating of portals: Schools failing to upload attendance statements on time.
Pending documentation: Salary bills not reaching the Treasury from the district office on time.
To resolve these issues, the Education Department has now linked data directly through the 'e-Shiksha Kosh' portal to minimize human error and scope for delay.
Warning to Officials
The Education Department has made it clear that in this era of 'Good Governance,' harassing teachers or delaying their salaries will not be accepted under any circumstances. The department has asked all DEOs to establish a 'Salary Grievance Cell' in their respective districts so that any teacher facing payment issues can register a complaint immediately.
