Under this, 11 retired Circle Officers (COs) possessing administrative experience across the state have been appointed on a contractual basis to the post of 'Assistant Estate Officer'. Why Was the Need for Assistant Estate Officers Felt?

Over the past few years, the biggest challenge faced by government schools in Bihar has been the ownership and encroachment of their lands. In many places, lands given in charity, government-allotted lands, or properties registered in the name of schools are illegally occupied by local strongmen or land mafias.

Because the general administrative machinery and circle offices already bear a heavy burden of administrative tasks, files concerning school land matters remained pending for long periods. To tackle this grave problem and protect the properties of the Education Department, the department decided to strengthen a separate wing (the Estate Unit). For this, it was decided to utilize the services of experienced retired circle officers who are experts in land measurement, mutation, sale deeds (kewala), and revenue laws.

Following the order issued by the Education Department, 10 out of the 11 selected officers reached Bhagalpur within the stipulated timeframe and assumed their charge. Among the newly appointed Assistant Estate Officers, Subhash Chandra Singh has also taken charge. Anti-Encroachment Drive: Freeing school lands that have been illegally occupied or encroached upon from clutches, with the cooperation of circle officers and the local administration.

Land Mutation and Record Correction: Immediately executing the mutation (dakhil-kharij) of school lands that have not yet been recorded in revenue records under the school's name.

Rectifying Documents of Donated Lands: Completing the legal transfer (Gift Deed / Registry) process for lands given verbally or through old documents by donors.
