Bhagalpur, Special Correspondent: To accelerate rural development and public welfare schemes and ensure transparency within the Pirpainti block area of Silk City Bhagalpur, a high-level review meeting was organized. Chaired by Block Development Officer (BDO) Abhimanyu Kumar at the TRYSEM Building located in Pirpainti, the primary agenda of the meeting was to review the progress of development schemes operated through grants received under the 15th Central Finance Commission and the 6th State Finance Commission. During the session, the BDO expressed deep displeasure over the sluggish pace of scheme execution and payment processes in certain panchayats, issuing stern warnings to the concerned personnel. Furthermore, vital points such as the Swachh Bharat Mission (Grameen) and Pradhan Mantri Awas Yojana were discussed in detail.
Main Objective of the Review Meeting and Administrative Presence
Held at the Pirpainti TRYSEM Building, this meeting placed special emphasis on completing panchayat-level development works in a transparent and time-bound manner:
Presence of Officials: Mukhiyas (heads) of all panchayats in the block area, panchayat secretaries, employment servants, housing assistants, and technical assistants associated with various schemes were present at the meeting.
File-by-File Review of Schemes: BDO Abhimanyu Kumar reviewed the physical and financial progress of schemes approved under the 15th Finance Commission and the 6th State Finance Commission across all panchayats one by one. He inspected which panchayat had completed which scheme and where work remained incomplete.
BDO Abhimanyu Kumar Frustrated Over Slow Payment Pace, Issues Reprimand
When the accounts of financial transactions and payment processes following the completion of schemes came to light during the review, the condition of several panchayats was found extremely disappointing:
Negligence in Work Will Not Be Tolerated: BDO Abhimanyu Kumar expressed severe resentment over keeping vendor payments or scheme files pending despite the completion of works in certain panchayats. He stated in unequivocal terms that failing to utilize and pay government scheme funds on time is tantamount to tampering with public development.
Final Ultimatum for Improvement: Strongly reprimanding the concerned panchayat secretaries and personnel, the BDO instructed them to improve their working style. He clarified that whichever panchayats possess a slow payment pace must clear all pending payments without fail within the next few days, failing which departmental action will be recommended against them.
Deliberations on Swachh Bharat Mission and Housing Schemes Progress
Alongside the finance commission review, intensive discussions were held regarding two other extremely ambitious key schemes for rural areas:
Swachh Bharat Mission (Grameen): The status of cleanliness in villages, Solid and Liquid Waste Management, and the construction and maintenance of community toilets was reviewed. The BDO instructed that cleanliness must be prioritized across all villages and ODF (Open Defecation Free Plus) standards strictly implemented.
Pradhan Mantri Awas Yojana (PMAY): The progress of ongoing construction works under this scheme, which provides pucca houses to homeless and impoverished families in rural areas, was evaluated. Beneficiaries who have not yet completed construction despite receiving installments of their housing grants were directed to finish the work promptly. A warning was also issued that any kind of negligence or middleman interference in housing construction will not be tolerated.
