Advanced Disaster Management Preparedness: DM Kaushal Kumar Holds High-Level Review Meeting at Darbhanga Collectorate
Darbhanga district in Bihar is considered highly sensitive to both flood and drought disasters from a geographical perspective. Keeping this reality in mind, an important review meeting was held at the Darbhanga Collectorate auditorium under the chairmanship of District Magistrate (DM) Kaushal Kumar. The main objective of this meeting was to conduct a minute inspection of the district administration's preparedness to deal with potential floods and subsequent drought-like conditions during the active monsoon season.
Main Agenda of the Meeting: Sensitivity and Vigilance
The meeting was primarily attended by engineers from the Water Resources Department, officials from the Disaster Management Department, and senior administrative officers of the district. The DM gave clear instructions that no negligence would be tolerated during a disaster.
Safety of Embankments: Top Priority
A large part of the meeting focused on reviewing the preparations of the Water Resources Department. DM Kaushal Kumar gave the following instructions to the engineers:
Identification of Sensitive Sites: A list should be prepared of all those sections of the district's major embankments that are highly sensitive in terms of erosion.
Strengthening Embankments: A sufficient stock of 'Geobags', sand-filled sacks, and other protective materials must be ensured at the embankments.
Continuous Monitoring: Orders were given to activate 'Flood Fighting' teams for 24-hour monitoring of the embankments. Engineers must ensure immediate action is taken as soon as the water pressure increases during the rains.
Strategy for Potential Drought: Water Conservation
Along with floods, the meeting also held serious discussions on the possibility of drought. Considering the experiences of previous years, the DM clarified that if there is a rainfall deficit, providing relief to farmers is the administration's primary responsibility. For this:
Inspection of Irrigation Means: The condition of government tube wells was reviewed. Instructions were given to immediately repair any dysfunctional tube wells.
Crop Protection: The Agriculture Department was directed to raise awareness among farmers about low-water-consuming crops and to keep advance preparations for seed distribution.
Water Conservation Works: Emphasis was laid on the restoration of ponds, ahars, and pains through MGNREGA and other schemes to ensure water harvesting.
Disaster Management: Robust Relief and Rescue Arrangements
The DM directed the Disaster Management Department to remain fully prepared for relief and rescue operations in flood-affected areas:
Registration of Boats: The list of private and government boats for transport during floods should be updated. Contact numbers and locations of boatmen must be kept ready.
Relief Camps and Community Kitchens: Locations for relief camps in flood-prone areas should be selected on higher ground. The availability of necessary rations for operating 'Community Kitchens' must be ensured in advance.
Medical Teams: The Health Department was instructed to ensure the availability of ORS, chlorine tablets, and essential medicines to prevent waterborne diseases during floods.
Coordination and Communication System
In the review meeting, the DM stated that better coordination is required between the district administration, police, health department, and water resources department during floods.
Control Room: Instructions were given to keep the flood control room at the Collectorate level active 24/7.
Exchange of Information: It was decided to take the help of public announcements (miking) and local representatives to inform people in low-lying areas about weather department warnings in a timely manner.
Instructions to Local Officials
DM Kaushal Kumar ordered all Sub-Divisional Officers (SDOs) and Block Development Officers (BDOs) to visit their respective areas. He stated, “Do not wait for the flood to arrive, but implement all safety measures on the ground in advance.”
This meeting held at the Darbhanga Collectorate is an effort to gear up the district's disaster preparedness. The instructions of DM Kaushal Kumar have made it clear that the administration is working on a policy of 'active disaster management' rather than a 'wait and watch' policy.
