Over the past few years, the Education Department had continuously observed that lands were given in the name of government schools by donors through gift deeds or sale deeds for social welfare and the propagation of education. Although building construction or other developmental works are initiated by the department after acquiring land on paper, the land fails to get recorded in the name of the school within the revenue records (land records) through mutation.
Not having land mutated in revenue records poses the risk of the following major problems arising in the future:
Apprehension of Land Disputes and Encroachment: In the absence of mutation, local-level attempts are often made by land mafia or relatives of the donors to lay claim to the land or encroach upon it, creating legal disputes.
Obstacles in the Implementation of Government Schemes: Technical roadblocks arise when initiating certain central and state government schemes (such as PM Poshan Yojana sheds, additional classroom construction, smart classrooms, etc.) on lands whose mutation is not cleared.

The letter sent by the District Education Office explicitly directs all BEOs to conduct a physical and paper-based review of school lands within their respective jurisdictions. The letter primarily calls for a report on the following points:
Details of Total Land Received as Donation: The total number and area (acreage) of schools under each block where land has been donated by local benefactors.
Current Status of Mutation: Out of the donated lands, how many have completed the mutation process through the Circle Office, and how many still have pending mutations.
Reasons for Pending Cases: The clear reasons—such as lack of documents or mutual disputes—behind administrative or paperwork hurdles stalling the mutation of certain school lands.
Coordination with Circle Officers (COs): All BEOs have also been directed to hold meetings with the Circle Officers of their respective areas to expedite the disposal of pending cases, ensuring that cent percent of school lands are legally registered under the department's name.
Increased Responsibility on Teachers and School Management Committees
Following these directives, the proactiveness of headmasters and school education committee members across all schools in Bhagalpur has also surged. Teachers have been instructed to immediately furnish original copies of gift deeds, registry deeds, and receipt-related documents corresponding to their schools to the block education office so that paperwork can be advanced timely. In many schools, headmasters are remaining in contact with local revenue employees (Halkawaris) to push files forward.
