Purnia: Massive Demonstration by CPI-ML and Khet Grameen Mazdoor Sabha at Rupouli Block Headquarters; Fierce Protest Against Administration Over 11-Point Demands, Government Cornered on Issues of Common Public and Farmers

Purnia (Bihar): A major news story reflecting politics, public grievances, and the agitative tenor of leftist organizations has emerged from the Rupouli block area of Purnia district in Bihar. Under the joint banner of CPI-ML (Communist Party of India - Marxist-Leninist) and the All India Rural and Agricultural Labourers Association (AIRLA), hundreds of workers, farmers, and laborers staged a massive protest at the Rupouli block headquarters on Thursday. During this, protestors raised slogans vociferously in support of their 11-point demands and expressed rage against the administrative system. Organized around prominent demands such as housing for the poor, land settlement deeds (parchas), minimum wages for laborers, compensation for flood and erosion victims, and a curb on corruption, this protest created ripples within administrative corridors. At the conclusion of the protest, a delegation submitted a memorandum addressed to the Governor and the Chief Minister through the Circle Officer and Block Development Officer, warning that if demands are not resolved in a timely manner, the agitation will be intensified further.

Let us understand an analytical description of the relevance of mass movements in rural Seemanchal areas, the severe challenges confronting the poor and laborers, the detailed framework of the 11-point demands, and the administrative response.

Background of the Agitation: Why is Discontent Simmering in Rupouli?

Despite being agriculturally dominant, the Rupouli and surrounding Seemanchal region has long struggled with issues concerning basic amenities, land reforms, and workers' rights.

The Old Issue of Land and Parcha: Even today, thousands of landless families lack their own land to hide their heads. The Vasgeet Parcha (housing land deed) scheme distributed by the government has remained confined to paper, sparking anger among the poor.

The Blow of Wages and Inflation: Laborers in rural areas are failing to secure even the minimum wages prescribed by the government, while rising inflation has completely disrupted the budgets of poor families.

Rampant Corruption and Middlemen: Due to corruption prevalent from block to circle offices, ordinary poor people are forced to make rounds of middlemen for minor tasks (such as ration cards, old-age pensions, housing scheme installments).

The 11-Point Demands: Core Points of the Public Meeting and Demonstration

During this demonstration organized at the block headquarters, leaders of CPI-ML and the Khet Mazdoor Sabha prominently highlighted 11 key demands, detailed as follows:

Vasgeet Parcha for the Landless: All poor and landless families should be immediately provided deeds for five decimals of land each and the benefit of Indira Awas/Pradhan Mantri Awas Yojana to construct concrete houses.

Guarantee of Minimum Wages: A minimum wage of at least 600 rupees per day should be ensured for laborers engaged in MGNREGA and agricultural work, along with a guarantee of 200 days of work in a year.

Increase in Old-Age and Disability Pensions: The amount of old-age, widow, and disability pensions should be raised to at least 3000 rupees per month, with prompt disbursement of pending pensions.

Curbing Corruption: The nexus of middlemen and bribery prevalent in block and circle offices must be completely halted, and guilty officials subjected to action.

Flood and Drought Relief: Farmers affected by annual floods and drought conditions in the Rupouli region should receive appropriate compensation and the benefits of crop insurance.

Improvement of Health Services: Proper arrangements for doctors and medical equipment must be made at the Community Health Centre, Rupouli, sparing the poor from running to expensive private hospitals.

Overhauling the Education System: The shortage of teachers in government schools should be addressed, and quality free education ensured for poor children.

Irrigation and Power Supply: Free or subsidized electricity for farming and timely diesel subsidies for irrigation should be made available to farmers.

Rectification of Ration Cards: Canceled ration cards of poor families should be restored, and transparency brought into the Public Distribution System (PDS).

Law and Order and Security: Rising crimes must be curbed, and strict police action taken against attacks on the Dalit and marginalized classes.

Rehabilitation of Evacuees: Families rendered homeless by river erosion must be resettled in safe locations and provided immediate assistance.

Sharp Tenor of Leaders and Warning to the Administration

Addressing the protest, veteran leaders of CPI-ML and the Khet Mazdoor Sabha launched a scathing attack on the government and local administration.

Allegations of Neglecting the Poor: Leaders stated that the current government makes grand claims of development, but on the ground, the poor, farmers, and laborers are forced to live miserable lives. Bureaucracy is so dominant that there is no one to listen to the public.

Declaration of an All-Out Struggle: Leaders warned that if the district administration fails to show seriousness toward the 11-point demands and take concrete initiatives within a month, indefinite sit-ins and road blockades will be staged from Rupouli block to the district headquarters.

Administrative Response and Memorandum Submission Process

Sensing the aggressive nature of the demonstration, the block administration and local police remained on high alert beforehand.

Peaceful Conclusion: Although the protest was massive, it concluded peacefully in the presence of police forces. People arrived at the block headquarters in a procession to address the gathering.

Receipt of Memorandum: The Circle Officer and BDO jointly met the delegation of protestors and accepted their 11-point demand charter. Officials assured them that the demand points would be investigated, reports sent to higher authorities as per rules, and problems capable of local-level resolution settled soon.

This 11-point demonstration held under the banner of CPI-ML and the Khet Grameen Mazdoor Sabha at the Rupouli block headquarters clearly indicates that the general public in rural Seemanchal is becoming vocal about its rights. These voices raised against the rights of the landless, workers' wages, and administrative corruption are echoing through the corridors of power. If these basic problems are not resolved in a timely manner, this public fury could transform into a larger political and social movement in the days to come, making it even harder for the administration to manage.
