Patna: Bihar is set to witness a major strategic shift in infrastructure development as the state government has initiated the process to construct a six-lane Greenfield Access-Controlled Expressway connecting Buxdar an Bhagalpur. The project, which was initially planned by the National Highways Authority of India (NHAI) as a high-speed corridor by upgrading existing National Highway stretches, will now be implemented directly by the Bihar government.

Earlier, NHAI had already selected an agency to conduct surveys and prepare the Detailed Project Report (DPR). However, the project has now taken a new direction, with the state opting to develop an entirely new Greenfield route instead of upgrading the existing highway.

The proposed expressway is expected to significantly improve connectivity, boost industrial growth, and strengthen Bihar's transportation infrastructure.

Bihar Government Takes Over the Project

Under the revised plan, the project will be executed by the Bihar State Road Development Corporation Limited (BSRDCL), an agency under the state's Road Construction Department.

On July 16, BSRDCL issued a Request for Proposal (RFP) inviting consultancy services for preparing the Detailed Project Report (DPR) and appointing a Transaction Advisor (TA) for the proposed Buxar–Bhagalpur Six-Lane Greenfield Access-Controlled Expressway.

This marks the formal beginning of the project's planning process.

What Is a Greenfield Expressway?

A Greenfield Expressway is a completely new highway built on a fresh alignment rather than by widening or upgrading an existing road.

Such expressways are designed using modern engineering standards, allowing higher travel speeds, controlled access, improved safety, and greater capacity to accommodate future traffic growth.
